After Kosovo arrested an alleged Gulenist teacher on a Turkish warrant, the country’s justice system faces a tough decision on extradition, which will either upset Ankara or the EU.

Ugur Toksoy, a Turkish educator arrested on October 27 in Prizren, Kosovo, will be released from detention to await a decision on his extradition to Turkey, having posted 5,000 euros bail on Friday.
The Basic Court in Pristina on October 29 said it would decide within 40 days on Turkey’s extradition request and that the Toksoy would in a meantime remain in custody.
The decision makes Kosovo the first country in the Balkans to have arrested a Turkish educator for alleged links to the so-called Gulen movement.
Some experts say the case is more political than legal. They believe it is part of Turkey’s campaign to intimidate those it perceives as opponents abroad, and that Kosovo had two options – to follow the suit of EU and US that have refused such extradition requests, or to follow Ankara’s wishes and extradite Toksoy.
